Cooperation with the Baltic Council of Ministers

During the first years of the Baltic Assembly's activities the need for closer links between the Baltic Assembly and the governments of the Baltic States arose as well as the need for a specific procedure in order to ensure regular contacts between the legislative and executive level of the three Baltic States. After discussions on the formation of a governmental cooperation institution the Agreement on Baltic Parliamentary and Governmental Cooperation between the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania was signed on 13 June 1994. The Agreement defined the responsibilities of the Baltic Assembly and those of the Baltic Council of Ministers; and designated the Baltic Council as the main forum of both organizations. The main task of the Baltic Council is to monitor cooperation of the Baltic States both on the legislative and executive level and to ensure follow-up of the adopted decisions.

As of 2003 the same country holds the presidency in both organizations for one year, thus enabling the Baltic Assembly and the Baltic Council of Ministers to identify common priorities and tasks more efficiently and to coordinate the work of their organizational units more successfully. In accordance with the Protocol Amending the Protocol on Cooperation between the Baltic Assembly and the Baltic Council of Ministers, adopted by the 10th Baltic Council on 18 December 2004, the key cooperation forms between both organizations are the following:

  • Annual meetings that are held during the Baltic Council
  • Joint meetings of the BA Presidium and the Cooperation Council of the BCM, which is composed of foreign affairs ministers
  • Report of the Chairman of the Coopeation Council of the BCM about the work accomplished during the year of presidiency
  • Answers to the questions submitted by the members of the Baltic Assembly provided by the Chairman of the Cooperation Council of the BCM
  • Cooperation among committees and secretariats of both organisations

 

Chairmanship in the BCM 

The chairmanship rotates at the beginning of each calendar year and the chairing country will actively direct cooperation on all levels.

In 2018 the presidency of the BCM is held by Lithuania. The 24th Baltic Council was held on 26 October in Vilnius, Lithuania.

 

The Baltic Assembly and the Baltic Council of Ministers joint priorities for cooperation in 2018:

  • Further enhancement of regional security;
  • Co-operation in the development of the strategic infrastructure;
  • Continuing to ensure the interests of the Baltic States in the European Union.
