The following chart shows the decision-making procedure of the Baltic Assembly
PRESIDIUM

NATIONAL DELEGATION

have the right to initiate documents in any form. A draft document should be submitted to the Presidium not later than one and a half months before the beginning of a session in one of the national languages, accompanied by an English translation
PRESIDIUM

appoints a committee responsible for reviewing the draft document.
RESPONSIBLE COMMITTEE
↓
appoints a rapporteur, who is responsible for reviewing the submitted draft document; after review of the document, but not later than one month before the beginning of a session, the responsible committee refers the draft document to the Drafting Committee, together with its opinion.
DRAFTING COMMITTEE
↓
reviews the amended draft document and, after approval by the responsible committee, refers the final version of the draft document to the Presidium.
PRESIDIUM
↓
submits to the session the final version of the draft document, together with the proposed amendments.
SESSION
↓
Having heard the committee rapporteur and having taken a vote on the proposed amendments that have been left out of consideration, the session votes on the draft document in its entirety.
The Baltic Assembly Statutes regulate the procedure when a draft document has been submitted at the beginning of an ordinary session or during an extraordinary session.
PRESIDIUM

immediately appoints a responsible committee to work on the draft and transfers it to the Drafting Committee. Then the draft document is reviewed according to the decision-making procedure in the chart above.
SESSION
↓
of the Baltic Assembly takes its decisions by voting. Each national delegation shall have one vote. A decision shall be deemed adopted if all the national delegations have voted in favour of it.
