The Baltic Assembly and the Nordic Council focus their cooperation on the need to create new jobs, facilitate labour mobility, promote skills development thus increasing employment and productivity. For that reason particular focus is put on education, research and innovation. See Action Plan for 2018-2019.

The Benelux Interparliamentary Consultative Council (also known as the Benelux Parliament) and Presidium of the Baltic Assembly have defined in their cooperation priorities collaboration in education, in particular, mutual recognition of higher education diplomas and cooperation between universities in Baltic States and Benelux countries.
