Standing Committee of the BSPC adopts the statement “Nothing About Ukraine Without Ukraine”


On 23-24 November 2025 in Kiel, Germany, the Standing Committee of the Baltic Sea Parliamentary Conference (BSPC) met for its first session under the Schleswig-Holstein Presidency.

The Standing Committee adopted the joint statement “Nothing About Ukraine Without Ukraine”.  In the Statement, the members noted the international discussions that have followed the plan recently presented by the United States, as well as other initiatives. "Ukraine has indicated its readiness to review any international proposals seriously, even under the most difficult conditions of the ongoing war. Russia, by contrast, continues its unlawful attacks on civilians and infrastructure and has shown no credible intention to end its aggression.

The Standing Committee emphasised:

  • Any path towards peace must be rooted in international law and must fully respect Ukraine’s sovereignty, independence, and territorial integrity. Nothing about Ukraine without Ukraine: no proposal or negotiation format may be pursued without Ukraine’s consent or at the expense of its security and freedom.
  • A just and lasting peace cannot be based on coercion, territorial seizure by force, or limitations on Ukraine’s right to self-defence.
  • Any international initiative must strengthen the security and stability of Ukraine and Europe, not entrench the consequences of aggression.

The Standing Committee discussed the follow-up to the 34th BSPC, the Presidency’s strategic priorities for 2025–2026, and the ongoing work in the BSPC Working Group. They exchanged views on key regional issues, including the future of the Council of the Baltic Sea States (CBSS) based on the recent Wise Persons Report.

The parliamentarians also visited GEOMAR Helmholtz Centre for Ocean Research in Kiel, discussing the biodiversity and sustainability of the Baltic Sea as well as addressing the challenges that need to be addressed by the BSPC.

During the meeting, the Baltic Assembly was represented by President Jānis Vucāns, Vice Presidents Timo Suslov and Giedrius Drukteinis, as well as Meelis Kiili, Chair of the BSPC Working Group on Strengthening Cyber and Information Resilience to Promote Democracy and Member of the Security and Defence Committee of the Baltic Assembly.
